Tech Session Description:

 Part 1: Intro
This segment covers a brief refresher on a few basic terms that show up in standards and on cut sheets that will be key to the overall presentation. We expect that the audience has at least a passing familiarity of these concepts. This is intended to be a quick overview to ensure everyone is on the same page and to highlight some important distinctions key to our work.
1.    Sound power vs Sound Pressure
2.    Octave bands vs dBA, dBC and similar single number metrics
3.    NC Contours
Part 2: Codes and Standards
This segment discusses key items from ASHRAE Applications Ch 49: Noise and Vibration Control and other relevant standards
1.    Table 1: Design Guidelines for HVAC related Background Sound in Rooms
2.    LEED, CHPS, State Requirements
a.    Covers both indoor and outdoor noise codes
Part 3: Acoustic Considerations for HVAC Design
We expect that the audience is mostly familiar with common types of sound attenuation methods: duct lining, sound attenuators, etc. This segment will aim to dig a little deeper into some of these concepts and touch on how aspects of mechanical design (duct size, layout, pressure, etc.) can impact acoustic performance.
1.    Identifying the right sound data.
a.    Different ways data are presented. What does it tell us? What’s good data vs “junk” data?
b.    Relating published data to field performance: distance, environment, etc.
i.    Case Study: Cassette Style VRFs measured in an anechoic room.
ii.    Case Study: Classes Rooftop Equipment Sound Data.
2.    High, Medium, and Low pressure duct sizing:
a.    Common criteria for low to high pressure duct – FPM, Friction Rate, ASHRAE criteria
b.    Airflow velocity and friction rate: Sometimes default friction rates are not sufficient to achieve noise goals in low pressure duct. What do we recommend instead? (References ASHRAE and Acentech best practice)
3.    Terminal box pressure drop:
a.    How does the difference in static pressure between the medium pressure side and the low pressure side imparted by the terminal box control affect acoustic performance and what noise control measures are required?
4.    Duct silencers:
a.    How does location impact acoustic performance? Systems effects, Self Noise, etc. What are acousticians looking for in submittals besides just insertion loss.
5.    Diffuser Locations:
a.    How diffuser types and locations affect sound levels (reference ASHRAE)

Dinner Presentation:

Acoustics Mitigation

Dinner Session Duration: 7:15 PM to 8:30 PM

Young Engineers in ASHRAE

YEA

Please see the comment below from our own Josh Salem about his experice with the Chapter Leadership Adademy

On the weekend of January 10, 2025, I had the honor of being nominated to travel down to ASHRAE HQ for the 2025 Chapter Leadership Academy (CLA).

At the CLA, ASHRAE leadership guided the attendees (from chapters all over the world) through a crash course on the organization of ASHRAE, answers to FAQ, familiarize newer involved members with the steps and effort required to participate in roles above the chapter level, and many more topics. Along with that, the CLA allowed all attendees to create meaningful relationships with members from all over the world.

My attendance at this training session gave me the education necessary to be able to understand the opportunities I can provide to our chapter’s YEA members, as well as who to talk to within the entire ASHRAE organization with questions regarding my current position as YEA chair.

Overall, my attendance at the Chapter Leadership Academy was incredibly beneficial and I would highly recommend it to any chapter members who are interested in becoming more involved in our local chapter, learning more about how to operate within their current chair position, participating in regional committees, or participating in higher levels of ASHRAE all the way up to society.

Application Guide for Large Thermal Energy Storage

Thermal energy storage (TES) allows the use of intermittently generated energy (energy available only during certain periods, such as that from wind or solar), or energy waste streams from industrial processes, and can be designed to charge, store, and discharge energy daily, weekly, or seasonally.

Application Guide for Large Thermal Energy Storage examines the analysis of large thermal energy storage conducted by an international team led by the U.S. Army Engineer Research and Development Center, Construction Engineering Research Laboratory (ERDC-CERL), and sponsored by the office of the Deputy Assistant Secretary of the Army for Energy and Sustainability.

The analysis of 10 cold/moderate climate zones and 8 hot climate zones was conducted to determine under which circumstances large-scale TES improves energy supply systems’ resilience, reduces CO2 emissions, and is cost-effective in different climates, energy prices, and economic incentives.

Government Affairs

Government Affairs

Federal Government Layoffs

President Trump and the Elon Musk-led Department of Government Efficiency (DOGE) are moving quickly to layoff thousands of federal workers across government agencies. The Office of Personnel Management directed agencies to fire employees still in their probationary period, who are typically the easiest to fire as they don’t have the same rights as career federal employees. The layoffs affect several agencies:

  • Roughly 1,200 to 2,000 workers at the Department of Energy (DOE), which is roughly 11% of its workforce. These include employees at the Office of Clean Energy Demonstrations, Energy Efficiency and Renewable Energy, and the Manufacturing and Grid Deployment Offices, the nuclear security administration and the loans office.
  • The Environmental Protection Agency (EPA) has fired 388 probationary employees, and another 171 staffers are now on administrative leave from the EPA teams responsible for diversity, equity and inclusion and environmental justice.
  • The General Services Administration (GSA) has laid off roughly 100 tech workers who are on probationary status, and more may be laid off as GSA consolidates its regional offices.
  • The Department of Health and Human Services has laid off lost thousands of employees, including at the National Institutes of Health (NIH) and the Food and Drug Administration (FDA). This includes about 700 workers who were fired from the Centers for Disease Control (CDC).
  • The National Institute of Standards and Technology, a lab housed under the Commerce Department, is preparing to fire as many as roughly 500 probationary staffers.

These layoffs go beyond the already 77,000 employees who accepted the offers through the voluntary resignation program, which only cut 3 percent of the federal workforce, short of the administration’s 10 percent goal.

Legislation Introduced to Strengthen the Workforce

Congressman Rob Wittman introduced legislation, the Freedom to Invest in Tomorrow’s Workforce Act (H.R. 1151), which would allow 529 account funds to pay for post-secondary training programs certifications. These include ASHRAE’s certifications and other training. This will help more Americans obtain and retain well-paying jobs that don’t require a traditional four-year degree. More information can be found here and here.

House Committee Hearing on DOE’s National Laboratories

On February 12, the Energy Subcommittee of the House of Representatives’ Science, Space, and Technology Committee held a hearing on Technological Breakthroughs at DOE’s National Laboratories.

In his opening statement, Subcommittee Chair Randy Weber (R-TX) noted that the passage of the Computing Advancements for Materials Science (CAMS) and the CHIPS Act allowed for upgrades at experimental facilities such as the Electron Ion Collider at Brookhaven National Laboratory and directed DOE to implement new research security provisions. Key stakeholders testifying included directors from several National Laboratories, including Idaho, Los Alamos, Argonne, and Lawrence Livermore.

More information, including a link to the recording of the hearing, can be found here.

DOE Postpones HVAC Efficiency Standards

The U.S. Department of Energy (DOE) will delay the implementation of seven of the Biden-Harris administration’s mandates on home appliances. These actions postpone the efficiency standards for the following home appliance rules: central air conditioners, walk-in coolers and freezers, gas instantaneous water heaters, commercial refrigeration equipment, air compressors, and more. The DOE is creating a new energy efficiency category for natural gas tankless water heaters. Read more

My name is Eric Fontaine and I am going into my third year as CT ASHRAE historian.  There are a lot of items I would like to accomplish this year as historian, and the first and foremost is gathering information on our chapter’s history.  If anyone has relevant items from our CT ASHRAE history, please reach out to me so I can look to gather them.  I am looking to compile them and digitize as best as possible our chapter’s history.  I know that our chapter has a lot of historical information, so if anyone, whether you are a current member or a past president or BOG member, please reach out to me.
